นายเลอพงษ์ มุสิกะมาน รองอธิบดีกรมส่งเสริมสหกรณ์ เปิดเผยว่า กรมส่งเสริมสหกรณ์ซึ่งมีหน้าที่รับผิดชอบในการส่งเสริมสมาชิกและสหกรณ์ในพื้นที่นิคมสหกรณ์ทั่วประเทศ ได้มีเอกสารสิทธิในที่ดินทำกิน มีที่อยู่อาศัยเป็นของตนเอง และจัดให้มีโครงการพัฒนาอาชีพให้แก่สมาชิกตามหลักเศรษฐกิจพอเพียง ซึ่งจะทำให้สมาชิกมีรายได้เสริมจากกิจกรรมที่เข้าร่วมโครงการ ส่งผลให้สมาชิกนิคมสหกรณ์มีที่อยู่อาศัย มีที่ดินทำกินเป็นของตัวเอง มีอาชีพสามารถเลี้ยงดูตัวเองและครอบครัวให้มีความเป็นอยู่ที่ดีขึ้น
และล่าสุดได้ทำความเข้าใจกับเกษตรกรเกี่ยวกับการใช้ประโยชน์ในที่ดินและพัฒนาอาชีพสมาชิกในเขตนิคมสหกรณ์ดงเย็น จังหวัดมุกดาหาร โดยมีสมาชิกสหกรณ์จำนวน 200 คนเข้าอบรมและรับมอบหนังสือแสดงการทำประโยชน์ (กสน.5)
“การอบรมในโครงการดังกล่าวจะให้ความรู้เกี่ยวกับประเภทที่ดินและการออกเอกสารสิทธิในเขตนิคมสหกรณ์ พร้อมทั้งยังได้ชี้แจงการนำหนังสือแสดงการทำประโยชน์ในที่ดินให้สมาชิกนิคม สหกรณ์สามารถนำไปออกโฉนดที่ดินหรือ นส.3 ก ในโอกาสต่อไปได้ ซึ่งจะทำให้ราษฎรได้เห็นถึงความสำคัญของเอกสารสิทธิที่ดินและการใช้ประโยชน์ในที่ดินได้อย่างถูกต้องต่อไป” รองอธิบดีกรมส่งเสริมสหกรณ์ กล่าว
รองอธิบดีกรมส่งเสริมสหกรณ์ เปิดเผยเพิ่มเติมว่า สำหรับโครงการพัฒนาอาชีพให้แก่สมาชิกตามหลักเศรษฐกิจพอเพียงนั้นก็เพื่อเป็นการขับเคลื่อนปรัชญาเศรษฐกิจพอเพียงให้แก่สมาชิกนิคมสหกรณ์ สามารถนำไปประยุกต์ในทางปฏิบัติได้จริง มีการปลูกพืชโดยใช้หลักปลูกพืชที่กิน กินพืชที่ปลูก เพื่อให้เห็นว่าปรัชญาเศรษฐกิจพอเพียงใช้ได้ทุกความคิดชุมชนสามารถดูแลตนเองได้ ซึ่งจะเห็นได้ว่าในปัจจุบันเศรษฐกิจพอเพียงกำลังลงรากลึกเพื่อเป็นพื้นฐาน ให้สมาชิกนิคมสหกรณ์มีความเป็นอยู่ที่ดี ใช้ทรัพยากรสิ่งแวดล้อมเพื่อให้สังคมมีความสุข โดยไม่สิ้นเปลืองทรัพยากร อยู่อย่างพอเพียงท่ามกลางกระแสเศรษฐกิจยุคโลกาภิวัตน์
นายเรืองรำไพ รุ่งโรจน์ เกษตรกร ตำบลดงเย็น อำเภอเมือง จังหวัดมุกดาหาร หนึ่งในผู้ได้รับประโยชน์จากโครงการดังกล่าวเล่าให้ฟังว่า รายได้ทุกวันนี้คือขายลูกปลาดุก โดยทางนิคมให้การสนับสนุนทั้งความรู้และเงินทุนในเบื้องต้น 3,000 บาท นำมาซื้อผ้ายาง 1,000 บาท ทำการผสมเทียมปลาเอง ซึ่งได้เริ่มจากนำพ่อ-แม่พันธุ์ปลาดุกมาเลี้ยง 6 ตัว ซื้อมาจากหน่วยงานของกรมประมงคัดเอาแต่ตัวใหญ่ ๆ เลี้ยงประมาณ 3 ปี แล้วก็เพาะพันธุ์ มีปลาดุกรัสเซีย ปลาดุกยักษ์ปลาดุกอุย ลูกออกมาคู่ละประมาณ 3 หมื่นตัว เลี้ยง 28 วันก็ตัวละ 1 บาท
“ส่วนใหญ่ขายในตำบลก็หมดแล้วเขารู้ว่าเราเพาะพันธุ์ปลาขาย เกษตรนิคมก็มาเอาที่นี่ รับประกันถ้าตาย 1 ตัวแถม 2 ตัว เขาเอาไปเลี้ยงเมื่อโตก็เอาไปขาย รายได้รองลงมาก็ปลูกผัก มีรายได้ประมาณ 2 หมื่นต่อเดือน” นายเรืองรำไพ กล่าว
สมาชิกนิคมสหกรณ์ดงเย็นรายนี้ยังได้เล่าเพิ่มเติมด้วยว่า ปลาดุกที่เลี้ยงนั้นจะไม่เกิดโรค เพราะเลี้ยงใต้ต้นมะขาม ซึ่งมีใบมะขามหล่นลงไปในบ่อเลี้ยงตลอดเวลา ใบมะขามทำปฏิกิริยากับน้ำทำให้น้ำไม่มีโรคที่เป็นผลต่อปลา ไม่ต้องเปลี่ยนน้ำ ให้อาหารเม็ดและเสริมด้วยกระถิน ใบมันสำปะหลัง รำ โตได้ขนาดก็จับขาย ส่วนใหญ่มีพ่อค้ามารับซื้อถึงที่เลี้ยง.
